Four of the IHH activists killed, says the report, were members of "Islamist Turkish organizations," while "some (of those killed) expressed their willingness to die as martyrs prior to setting sail."

While the Israeli government's decision-making by prior to the raid will be reviewed in the report's second part, scheduled to be issued in a few months, Sunday's report did mention that Israeli decision-makers "were not aware of the violent intentions of the flotilla's organizers."
