中央编译局编者说明：首次发布的30条术语全部采自今年3月份召开的十二届全国人大三次会议重要文件，包括：《政府工作报告》、《关于2014年国民经济和社会发展计划执行情况与2015年国民经济和社会发展计划草案的报告》和《关于2014年中央和地方预算执行情况与2015年中央和地方预算草案的报告》。在选择术语时，我们遵循了四个基本标准：一是新提法、新表述，比如“‘四个全面’战略布局”；二是富有传播效力的表述，比如“有权不可任性”；三是专业性概念，比如“普惠金融”；四是中国特色的表述，比如“硬骨头”。
